成都武侯：成都音乐文创总部基地概念设计方案征集公告

    一、项目背景
    I.Projectbackground
    成都市是国家历史文化名城，国家中心城市，正努力建设“三城三都”（世界文创名城、旅游名城、赛事名城，国际美食之都、音乐之都、会展之都），迈向全面贯彻新发展理念的公园城市、国内国际双循环门户枢纽、可持续发展的世界城市。武侯区是成都市中心城区之一，是国务院命名的“高科技文化区”，先后获评“天府旅游名县”“中国最佳国际营商环境城区”等荣誉。当前，武侯区正以建设践行新发展理念的公园城市示范区为引领，努力建设更高能级的“国际商务高地·人文宜居武侯”。

    成都音乐文创总部基地规划面积约4.6平方公里，核心起步区为新南路、一环路南一段与锦江合围区域，规划面积1.2平方公里，是成都建设“国际音乐之都”的核心区。区域内坐拥四川大学、四川音乐学院、四川职业艺术学院等高等院校，已建成成都城市音乐厅及成都音乐产业中心等多个重大项目，是展示中华文明、天府文化、成都魅力的重要窗口，将打造成为“国际音乐生态示范区”和“成都城市音乐会客厅”，构建世界音乐族的追梦天堂，让世界听见成都的声音。

    成都音乐文创总部基地位于成都音乐坊核心区域，共由音乐坊6、7、8号地块组成，占地面积28.5亩，规划属性为商业用地。项目地处音乐大道与群众路交叉处，紧邻成都城市音乐厅与四川音乐学院，区位优势明显，周边人才富集，拟建成音乐演艺、原创音乐孵化、数字音乐等音乐产业为核心，融合商业、酒店等业态的城市综合体。
    MusicCulturalandCreativeHeadquartersBaseofChengdu,whichislocatedatthecoreareaofChengduMusicFun,iscombinedwithNo.6,No.7andNo.8parcelsoflandofMusicFuncoveringanareaof28.5mu(aunitofarea,=0.0667hectares),withtheplanningattributeofcommercialland.TheprojectislocatedattheintersectionofMusicAvenueandMassRoad,closetoChengduCityMusicHallandSichuanConservatoryofMusic,withobviouslocationadvantagesandabundanttalentsinthesurroundingarea.Itisintendedtobebuiltasanurbancomplexwithmusicperformance,originalmusicincubation,digitalmusicandothermusicindustriesasthecore,integratingcommercialandhotelbusinesses.

    本项目共有6、7、8号三宗地，总用地面积：19025.53㎡。宗地一与宗地二南北相邻，中央为群众路，宗地三位于宗地二西侧。其中宗地一位于一环路南段与群众路交汇处北侧，南侧为市政道路，北侧临住宅用地，用地面积为1899.27㎡，容积率1.5；宗地二位于一环路南段与群众路交汇处南侧，周边为市政道路，用地面积为4732.01㎡，容积率7.0；宗地三位于群众路与丝竹路交汇处西南侧，周边为市政道路，用地面积为12394.25㎡，容积率8.0。

    1.突显音乐产业发展功能。成都音乐文创总部基地承载着聚集音乐产业、吸引音乐人才、彰显音乐文化的功能，须突出音乐产业发展功能，科学布局演艺演出、办公、商业等需求，使项目成为成都发展音乐产业总部最具吸引力的高地。

    2.突显音乐文化特性。需充分挖掘成都城市文化，结合音乐文化特性，结合传统文化与现代文化，彰显强烈的音乐艺术气息，打造具有国际一流水平，代表城市形象，突显艺术品味的城市新地标。
    2.Highlightthecharacteristicsofmusicculture.TheprojectneedstofullyexplorethecitycultureofChengdu,combinetraditionalculture,moderncultureandthecharacteristicsofmusicculture，highlightthestrongmusicalartatmosphere.Meanwhile,theprojectshouldbebuiltintoanewlandmarkwithinternationalfirst-classleveltorepresentthecityimageandhighlighttheartistictaste.
    3.突显社区协调统一。充分考虑城市发展规划，结合成都城市音乐厅、四川音乐学院等周边建筑和社区环境，三宗地块统一规划，合理布局，整体设计和社区和谐相融，特点突出。
    3.Highlightcoordinationandunityofcommunity.Theprojectshouldtakeintofullconsiderationoftheurbandevelopmentplan,combinewiththeChengduCityConcertHall,SichuanConservatoryofMusicandothersurroundingbuildingsandcommunityenvironment.Thethreeparcelsoflandareplannedinaunifiedandreasonablelayout,withtheoveralldesignandcommunityharmoniouslyblendedandoutstandingfeatures.
    4.突显绿色环保科技。概念设计要遵循贯彻新发展理念的公园城市建设要求，符合国家绿色建筑设计标准，充分体现生态绿化和低碳环保，使之成为碳中和的先锋模范。
    4.Highlighttheenvironmentalprotectiontechnology.Theconceptualdesignshouldfollowtherequirementsofthenewdevelopmentconceptfortheparkcityconstruction,meetthestandardsofnationalgreenbuildingdesign,fullyembodyecologicalgreeningandlowcarbonenvironmentalprotection,andmakeitapioneeringmodelofcarbonneutrality.
    （五）其他要求
    中选单位（即编制中选方案的应征单位）需按照征集人及政府相关部门要求对中选方案进行修改、完善等工作，并承担本项目设计方案优化服务，以及项目实施期的总控咨询服务，配合做好初步设计、施工图设计期间及施工期间对创意理念、设计效果专业性的把控和服务。
    (V)Otherrequirements
    Theselectedinstitution(i.e.,thecandidateinstitutionwhopreparedtheselectedproposal)isrequiredtomodifyandimprovetheselectedproposalaccordingtotherequirementsofthesolicitorandrelevantgovernmentdepartments,andundertaketheoptimizationserviceofthedesignproposaloftheproject,aswellasthecontrollingconsultingservicesduringtheprojectimplementation.Meanwhile,theselectedinstitutionshouldcooperatewellincontrollingandservingthecreativeconceptandprofessionalityofdesigneffectduringthepreliminarydesign,constructiondrawingdesign,andconstruction.

    （一）应征人条件
    (I)Candidatesqualifications
    1.为中国内地（非港、澳、台）机构的，须为独立法人，并具有建筑行业（建筑工程）设计甲级及以上资质；
    1.IfthecandidateistheorganizationinChinesemainland(notincludingHongKong,MacauorTaiwan),thecandidateshouldbeanindependentlegalpersonandhavethequalificationofGradeAoraboveinconstructionindustry(buildingengineering)design.
    2.为我国港、澳、台机构的，须在其所在地区具有合法营业及设计许可；
    2.IfthecandidateistheorganizationinHongKong,MacauorTaiwanofChina,thecandidateshouldhavelegalbusinessanddesignpermissioninitsregion.
    3.为境外机构的，须在其所在国家或地区具有合法营业及设计许可。
    3.Ifthecandidateisoverseasorganization,itshouldhavelegalbusinessanddesignlicenseinitscountryorregion.
    4.本项目不接受联合体参加。

    5.应征单位：被“列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单”的机构，征集单位有权拒绝其参加本次征集活动。
    5.Thecandidateinstitution:Thesolicitationinstitutionhastherighttorefusetheparticipationofinstitutionsthatarelistedinthe"listofexecutorswhohavelosttrust,thelistofpartiestomajortaxviolationcasesandtherecordlistofseriousillegalanduntrustworthyactsingovernmentprocurement".
    （二）方案征集文件的获取

    1.凡有意参加方案应征的单位，请于2021年10月30日至2021年11月5日，每日上午8:00时至12:00时，下午12:00时至18:00时（北京时间，下同，节假日除外）凭以下资料在四川标成工程项目管理有限公司（四川省成都市成华区建材路37号1栋916号）或将以下资料扫描件加盖鲜章发送邮件（sichuanbiaocheng@outlook.com）进行报名和获取征集文件。

    （四）评审、奖励办法及相关要求
    (IV)Evaluation,awardmethodandrelatedrequirements
    1.征集人邀请相关专家等组成评审专家组对本次方案进行评审。
    1.Thesolicitorwillinviterelevantexpertsandothersasanevaluationexpertpaneltoevaluateproposals.
    2.评审委员会评审推荐应征方案5名应征人；并给予奖金各50万元人民币（含税）。
    2.Thejudgingcommitteewillreviewandrecommend5candidates;andgiveaprizewith500,000RMB(includingtax)tothese5candidates.
    3.中选单位由应征人报上级相关主管部门商议后确认。中选单位应按要求进行方案优化、完善修改并进行方案汇报，满足政府相关部门的审查要求，并按要求重新制作打印方案文本；在后续方案深化、初步设计或施工图设计期间，做好对创意理念及设计效果专业性的把控、服务及咨询工作，并根据征集人要求出具书面意见，中选单位深化方案费用250万元人民币（含税）。
    3.Theselectedinstitutionwillbereportedbythesolicitortothesuperiorrelevantmanagingdepartmenttoconfirmthefinalselectedinstitutionafterconsultation.Theselectedinstitutionshouldoptimize,improve,modifyandreporttheproposalasrequired,meetthereviewrequirementsoftherelevantgovernmentdepartments,andrecreateandreprinttheproposaldocumentsasrequired;duringthesubsequentproposalenhancement,preliminarydesignorconstructiondrawingdesign,theselectedinstitutionshouldperformwellincontrolling,servingandconsultingthecreativeconceptandtheprofessionalismofthedesigneffect,andissueawrittencommentaccordingtotherequirementsofthesolicitor,thepaymentfortheselectedinstitutiontoimprovetheproposalis2.5millionRMB(includingtax).
    4.报名单位少于10家时本项目征集工作终止，征集人不对应征单位做任何补偿。
    4.Ifthenumberoftheappliedinstitutionislessthan10,thesolicitationprocesswillbeterminatedandthesolicitorwillnotmakeanycompensationtothecandidateinstitution.
    （五）关于版权
    (V)Aboutcopyright
    1.应征文件必须具有完整的著作权，不得侵犯他人著作权，若有侵权等违法行为，由应征人承担一切责任。
    1.Thecandidatedocumentsmusthavecompletecopyrightandmustnotinfringeonthecopyrightfromothers.Ifthereexistsanyinfringementandotherillegalacts,thecandidateshouldbearallresponsibilities.
    2.中选方案知识产权归征集人所有，同时征集人具有全部使用权和修改权。

    3.本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

    （九）征集单位拥有本次征集活动的最终解释权。
